The airport is owned and operated by the Metropolitan Airports Commission (MAC), the same authority that oversees Minneapolis-Saint Paul International Airport (MSP). Its riverside location and proximity to downtown Saint Paul make it a convenient facility for business aviation. The airport is named in honor of Charles "Speed" Holman, a pioneering aviator and airmail pilot from Minnesota who died in a 1931 airshow accident. It has a long aviation history dating back to the early days of commercial flight in the region.
