Named after James Spriggs Payne, the fourth President of Liberia, the airport sits within the city limits, making it relatively accessible compared to Roberts International Airport, which serves longer international routes. The airport primarily handles domestic traffic and some regional West African flights. It has historically been used as a secondary airport to Roberts International Airport (ROB), which lies approximately 60 kilometers southeast of Monrovia and handles most international commercial traffic. During Liberia's civil conflicts in the 1990s and 2000s, Spriggs Payne Airport played a significant logistical role for humanitarian and UN operations. In recent years, it has continued to serve as a base for smaller regional carriers and charter operations.

James Spriggs Payne Airport is an airport located 5 kilometres (3 mi) from downtown Monrovia, the capital of the Republic of Liberia in West Africa. The airfield is located within the busy and thickly settled Sinkor section of the city, and is therefore convenient to the business and political districts of the capital. Whereas Roberts International Airport is the primary aviation facility for the city and indeed the entire country, Spriggs Payne has the only other paved runway in Liberia and once had the only other international commercial flights into and out of Liberia. The airport is named after James Spriggs Payne who was president of the Republic of Liberia in 1868–70 and again in 1876–78.
