The airport occupies the grounds of the former Eaker Air Force Base, which was closed in 1991 as part of a Base Realignment and Closure (BRAC) process. The facility has been redeveloped primarily as an industrial and cargo-oriented airport, serving the economic development needs of the Mississippi Delta region. It is managed by the Arkansas Aeroplex/Aerospace Center and has attracted manufacturing and logistics tenants to its extensive former military infrastructure. Commercial passenger service at BYH has been limited or nonexistent for extended periods, with the airport functioning mainly as a general aviation and cargo facility supporting regional economic activity.
